Companies that operate commercial vehicles transporting passengers or hauling cargo in interstate commerce must be registered with the FMCSA and must have a USDOT Number.
Driving a Commercial Motor Vehicle (CMV) requires a higher level of knowledge, experience, skills, and physical abilities than that required to drive a non-commercial vehicle. CDL holders are held to a higher standard when operating any type of motor vehicle on public roads, so drivers and applicants alike must pass both skills and knowledge testing specific to these standards in order to maintain and obtain a Commercial Driver's License (CDL).

Driver Logs AuditingSince the DOT implemented the new Hours of Service rules, Driver Log Audits have come under the microscope more than ever before. The cause of the majority of fines imposed by DOT every day are something to do with Driver Logs! Either the Driver Logs are not being done, not being completed properly, failure to properly audit them, and/or failure to follow up with documented consulting in regards to violations.
Independent third-party auditing of Driver Logs adds credibility to your program when dealing with a customer or in the event of litigation.

DVIR's (Driver-Vehicle Inspection Report)
Since the Moving Ahead for Progress in the 21st Century Act (MAP-21), fleets have to log their hours of service information as well as report problems with their vehicles. MAP-21 requires the driver to perform a daily audit on vehicle parts and systems that affect maintenance and operation, which include:
- Windshield wipers
- Rear vision mirrors
- Emergency equipment
- Parking brake
- Coupling devices
- Wheels and rims
- Steering mechanism
- Service brakes, including trailer brake connections
- Lighting devices and reflectors Horn
The fleet owners responsibilities include ensuring the safety of their vehicles by maintaining equipment and addressing problems, including anything a driver may note in a report.
FMCSA states that, “prior to requiring or permitting a driver to operate a vehicle, every motor carrier or its agent shall repair any defect or deficiency listed on the driver vehicle inspection report which would be likely to affect the safety of operation of the vehicle.”

DOT Driver Files

ASC offers random drug and alcohol testing selections through our consortium services. We can place your regulated employees (DOT / FAA / PHMSA / USCG) into an appropriate random selection consortium to facilitate your random selections.
In addition, if you have non-regulated employees whom you wish to randomly test for drugs and/or alcohol, we can place them into our non-regulated selection consortium or, if you prefer, we can create a company-specific selection pool to draw from as well.
Vehicle Maintenance Programs (Preventative Maintenance)
Preventive Maintenance (PM) is a proactive versus a reactive approach to vehicle efficiency and it consists of scheduled servicing, inspections, and vehicle repairs to prevent potential problems and to be able to maximize the life and availability of the vehicle. Preventive Maintenance is based on time, mileage, engine hours, or gallons of fuel used and is utilized to proactively prevent and/or reduce vehicle breakdowns and problems. Preventive Maintenance includes vehicle inspections, lubrication (oil changes), adjustment, cleaning, testing, repair, and/or worn parts replacement.
PM Program consist of the following:
- Checklist of PM service (tasks performed)
- PM service interval (frequency to perform tasks)
- Driver Inspections Forms (comments and concerns need to be taken seriously)
- An automotive facility with trained professional automotive technicians — either in-house or outsourced
- Scheduling and recordkeeping (manual or electronic)
